The map scale text color is set based on the view's default text color. To set this, select View ->Options and go to the Options tab Now set the Default Color for Text to white and click OK. Next, create a new map scale or double-click on an existing map scale to open the property dialog. Click OK to have it print in the new color.
I’ll look into creating a map scale text color property to simplify this process in the future.
